Note - If a Rule has (FF) included in it's name, that means this is a Free Formed move. You simply notify the PM what you are attempting to do. He states the results and costs if any. No real explanation follows for these rules, or rules have the FF Option if you wish to deviate from the description mentioned.

Military

Allocate Troops - This move determines what Troops are placed in what division of a military such as Army, Miltia, Navy or Fleet or any other special divisions a Nation may have. Troops can either be assigned based on Troop Units or by number of troops. Also troops can either be broken down into separate Units (Legions, Battalions and such) or placed into one lump sum depending on what the player prefers.

Troops can either be broken down into units by numbers or can be kept into one lump sum. (A cluster of 40,000 troops in an Empire counts as 2 Colossal units or as 4 Gargantuan Units as broken down. The only advantage in keeping them lumped is easier management but breaking them is good if a nation is small)

For Fleet and Navy, simply lump them into one group titled either "Fleet" or "Navy". Also the same for Militia (Town/City Guard Force). Amount of Militia will be divided evenly among settlements.

This move can be used in any season.

Daguenet's Governor decides to allocate 10 Troop Units (Or 10,000 troops) in the following manner. 2 into Milita, 1 into Navy and the rest into Army.

Supply Troops - This move, a ruler selects what soldiers get what types of gear. In this, you select what troops to arm with either a gear package you have designed or pre-selected ones. In it, you decide what troops get what items, by adding together the regular cost of weapons and armor (which can be provided by the PM)

The Daguenet Governor decides to Arm Cavalry, selecting them with a Warhorse, Bit and Bridle, a Military Saddle, Full Plate Armor, a longsword, and a tower shield coming to around 1,967 EP. He also decides to arm Archery, with Leather Armor, a Longbow and 20 Arrows costing around 86 EP.

To arm a division of soldiers, you take the cost and apply it to the table below

For example, let's say Damocles (An Empire) wanted to Arm a force of 20,000 Cavalry (Or 1 Colossal Unit). We take the price of goods, divide by 100 and round up. (1,967 = 20). So to Arm the troops we take the Supply Units demand (16) and times it by 20. (320) The cost of Equipping 20,000 soldiers with Cavalry gear, for Damocles, comes to 320 Gold Units.

Now let's say Damocles wanted to Arm 50,000 troops as Archers with the listed package. (2 Colossal Units and 1 Gargantuan Units). We take the units and add them together (16 + 16 + 8) then times that by the Supply Units cost ( 1 ) and we get the cost in Gold Units to arm 50,000 troops as Archers ( 40 )

Now say Damocles wanted to arm a Solo Force of 240 Pikemen (1 Chainmail and 1 Halbard coming out to 160 EP). We would take the Solo Amount (1/8 or .12) and times by the Supply Units cost ( 2 ). The cost would be under 1 Gold Unit, in fact not even a quarter of a Gold Unit.

This move can be done any season, and can use weapons purchased or weapons produced.

Military - Army

Hire Mercenaries - Instead of hiring up troops, you hire Mercenary bands instead. They are already armed, have a set training level (The expected, base strength for one of it's race/kind) and are ready to fight at anytime. This move would have to be discussed with a PM, but you would tell him what you see in way of creatures and unit size. Mercenary bands remain in their own unit and cannot be broken down or merged.

The War Minister or an envoy would seek this group out and attempt to hire them, with a 25% chance of them refusing. While this move can be done in any season, it is prefered if it's done during the Spring. Using it at any other time increases the odds of refusal to 50%

A failed attempt will also cost one Gold Unit.

Daguenet's Governor decides to hire a Large band of Minotaur Mercenaries (250 soldiers) at the payrate of 8 Gold Units and 2 Food Units. For each year after the Governor keeps this group, he must pay the same rate. They remain in service till all killed or dismissed from their contract.

Recruit Soldiers - You issue a recruitment call, converting 1 Population Unit into 1 Troop Unit of equal size, however they start as Untrained and with no equipment. Training the unit and preparing them takes all of one Season, but even then they start as Untrained. Denying them this training makes them useless and cannot be mobilized. 

Each spring when it comes time, you must pay your soldiers the same as anyone else. What they demand is dependent on the unit size and amount of troops.

What you pay them depends entirely on the nation and it's assigned payscale.

On formation, you must pay the unit it's required food amount. Gold and Food is paid at the annual "Pay Day" of Spring.

Daguenet has around 5,000 soldiers (Which counts as 2 Colossal and 1 Gargantuan). At spring they must pay an Upkeep of  22 Food Units and 16 Gold Units.

This move can be done any season, but the chance people answer the call depends on a nation's confidence level.

Conquer (FF) - This is the easy term for a "War" order. Simply put, you can either order a generic state of hostility and let the War Minister decide aggressive movements, or you can order troops towards enemy targets/towns/cities with intent to take them under your own flag.

This move can be done any season.

Raid (FF) - Same as above, but you target a city/town to be raided. A hit and run strike to steal supplies or gold units.

This move can be done any season.

Draft Soldiers - In times of emergency, rulers draft soldiers regardless of a nation's confidence level. It converts 1 Population Unit into 1 Unit of Peasant Militia. These soldiers are armed with Padded Armor and Clubs/Daggers/ a total package of weaponry less than 10 EP. They are also at an Untrained Level and will require the same food amount as a regular soldier group of it's size. However they don't get paid (Unless the Ruler deems to pay them) and doing this will cause a severe drop to a nation's confidence check. For every 10% of a Population drafted, the Confidence Check drops by 10% as well. If any Peasant Militia die in battle, it will cause a 1d100+20 drop to Nation Confidence. (As fallen civilians are made to be martyrs, families protest, people hold vigils, peasants protest)

This move can be done any season, but Peasant Militia will get unhappy if kept at arms for more than 4 Seasons. This move is only done if the nation faces a severe enemy incursion, has suffered the loss of soldiers, and is facing imminent defeat. Sometimes a raised militia can turn the tide, but sometimes it's an act of desperation.

Train Soldiers - Sometimes a ruler wishes to gain a better level of training for his soldiers. While either broken down into units, or lump summed, the formula for training soldiers is based on a Unit (Same number as a Population Unit). All soldiers recruited start as Untrained (Or Poor if you have an Academy) however they automaticlly advance up one level if given their initial season to train.. Soldiers at "Good" level are considered to be Officers, Commanders, Captains, while those below are Soldiers, Crewmen and so forth. To Train, it costs The Training Amount per Troop Unit. (For Example, to Train 1,000 (Kingdom Scale) Poor Soldiers to Below Average Level it will cost 3 Gold Unit assuming you had no Academy. The same nation, to train those Below Average Level to Fair would cost 6 Gold Units.

You can only progress one level at a time, and only one season at a time. There is no limit to how many you train.

Daguenet has 10 Troop Units (As a Kingdom, that means 10,000 soldiers) and all at Poor Level. The Governor wants to train half to Below Average Level, so it costs 15 Gold Units. However if he wanted to train the 5 Below Average Units again next season, it would now cost 30 Gold Units) At this point, his Troop Skill Level is 50% Poor, 50% Below Average.

Better trained soldiers also expect better pay above the Average level. For each level higher than Untrained, increase pay by 3 Gold Units. Meaning if Damocles had a Colossal (20,000 troops) unit of all Elite soldiers, it's upkeep price per year would be 8 Food Units and 27 Gold Units per year. Better trained troops however fair better in combat than lesser trained ones.

This move can be done any season, with the only limit being they can only progress one level per season.

Military - Militia

The Commands for Militia are the same as Army, but let me explain the difference between Militia and Army. First off, Army are the mobile defense and offensive force of a nation. They can be trained, they can be assigned different gear, broken into different divisions. Militia is the Guard Force, given a preset and singular weapon package and cannot be trained or deployed. Militia are evenly divided into Units according to the number of towns, villages, cities and metropolises a nation has.

The above table is a recommendation more than a requirement, but it displays sufficient defense for the areas.

Form Militia - The same as Recruit Soldiers, but people are more prone to work in a Militia than they are an Army. However they don't benefit from any Academy benefits, but are always at Poor level training.

Arm Militia - The same as Supply Troops, but a gear for a Militia is generally less quality than that of soldiers so take the final supply cost and deduct 25% from the cost.

Military - Navy

The Navy covers any and all aquatic craft. Airships with Sea and Air capabilities count as Fleet, not Navy.

Build Ships - Ships can be ordered built, their prices dependent more on the amount and number of ships ordered. Sometimes a Nation will designate a specific order or build design (Such as a ship with a preset number of weapons). The following price is simply the ship amount divided by a scale dependent on Nation Size.

Say Daguenet wants to purchase 5 Kalks armed with 8 Heavy Crossbows each. (5 * 250 Gold). The value of the ships alone comes to around 105,000 Silver or 1 Gold Unit rounded down. Yearly Maintenance is 5% of the Gold Unit value of your "Fleet" rounded up. Meaning if Daguenet has 50 Kalks, worth 10 Gold Units, then it pays 1 Gold Unit a year on basic maintenance. This fee also covers any and all repairs and reloading of weapons. 

Time to build varies. All ships under the price of 650 Gold (Individual Cost) takes 1 Season. Ships ranging from 650 to 1,300 Gold take 2 Seasons and so forth per 650 gold increment. This rate concerns regular nautical ships with only basic magi-tech weaponry. Magi-Tech level Navy ships, such as Submarines and Cruisers use the Airship Scale instead. 

There is no build limit on the number of ships to be built in a month. 

Manage Forces (FF) - Simply any special orders for Navy ships. When not given, they follow basic patrol patterns around a nation, with 15% of the ships on stand by in ports as 85% run patrol and defense missions.

Train Navy - The same as the Train Soldiers rule, just that the Navy is not broken down into Units. Each ship has a crew requirement, as stated in Lesson 11 of the Imperia Institute, and that crew requirement makes up the "Troop Requirement" of a Navy.

Axius (An Empire) has a Navy Force of 30 Tantallon Sloops, 20 Reidfield Sloops, 15 Frigars and 7 Galleons of Damocles build. It's total crew requirement is 12,780 people total. This counts as 2 Troop Units (Or just under 20,000 people) so it would need 2 Troop Units assigned to it as simply "Navy". If this Navy was untrained, then to train them to Poor would cost 2 Gold Units. That would cover the training of the ENTIRE Axius Navy.

Military - Fleet

The Fleet covers all Airships, Fighter Craft and Sea/Air Dual Capability Ships.

Build Airships - About the same as Build Ships under Navy, just the real differences lie in prices and time to build. The amount of airship building that can be done in a season is set at 50,000,000 silver worth in one season. How many Gold Units is 50 million silver?

Advanced Airship Construction Facilities can help improve this however. So to determine build time, we take the airship value individually and divide by 50 mill.

Damocles wishes to build 7 Norcon class airships (Victory variants) each costing around 71,620,548 silver. The total order will take 2 seasons, and cost Damocles 502 Gold Units.

Maintenance is dependent however on Airship Facilities. It's a percentage of the Gold Unit value of your fleet. The value is cheaper as the airship facility gets better, mainly cause of the better quality of workers and equipment.

Damocles has 7 Norcons, all worth 502 Gold Units total. Cause they have a Level 3 Facility, the yearly Maintenance Amount comes to 13 Gold Units.

If however you cannot determine a ship's value, we have provided a chart below on price ranges. However some exceptions to the rule exist, such as older airship designs. This value is only for airships with modern technology. The values are imperfect, and best used only at your own risk. If need be, talk to the Plotmaster to gauge an airship's "value".

As you can tell, there are major differences in the chart and real values. That is why it's best to come to Zarak to determine average airship values. Also you can tell how expensive a battle fleet is for a nation to maintain. 3 Damocles super carriers with 80 Mark 1 Wasp Fighter crafts each would cost a grand total of 478,112,937 silver (Or 4,782 Gold Units at the Empire level) and cost (With Damocles's level 3 facilities) 120 Gold Units a year to maintain.

There is no limit to how many airships can be built at once, and this move can be done at any season.

Let's say Damocles's Fleet force is 14 Norcons, 6 Damocles class super carriers and 480 Mark 1 Wasps. That would put it's "Troop Requirement" at 30,942 Soldiers (All being Officers, Crewmen and Fighter Pilots.) At Empire Level, this counts as 31 Troop Units (Or just under 31,000 people). Cause of the presence of an Academy, it counts as Poor Training. However to train them to Below Average would cost 31 Gold Units. That would cover the training of the ENTIRE Damocles Fleet.
